A decisão do Ministério de Obras Públicas, de habilitar de forma experimental para a atual safra de soja, o serviço de caminhões bitrens com capacidade de carga em até 60 toneladas, entre Ponta Porã e Concepción, gerou reações favoráveis e contra a proposta. Os idealizadores disseram ontem (19) que é uma oportunidade de desenvolvimento para essa área do norte.
A associação de Transportadores do Norte (TAN) e a Associação de Comerciantes e Industriais de Concepción (ACIC) fizeram um pronunciamento conjunto na última sexta-feira (19), em coletiva de imprensa e, solicitaram a outras organizações similares do país, que permitam ao grupo a definição se a entrada de caminhões maiores do que os atualmente existentes aqui é conveniente ou não para os designers e outras cidades vizinhas.
Os porta-vozes participantes foram os titulares das seguintes empresas: ACIC y TAN, Rodrigo Fleitas y Claudio Robles. O anúncio coincidiu para apontar que a resolução emitida esta semana pelo Ministério de Obras Públicas e Comunicações (MOPC) permitirá explorar melhor o novo porto a granel que está sendo construído na capital do primeiro departamento.
Bem próximo da ponte sobre o rio Paraguai, a empresa Badén SA, formada por um consórcio de empreendimentos está investindo entre 10 milhões e 12 milhões de dólares, disseram. O terminal fluvial será habilitado até 20 de fevereiro e com a entrada da soja saindo do estado de Mato Grosso do sul com destino ao porto argentino de Rosário, a região norte do paí terá mais um fator em favor do seu desenvolvimento econômico, argumentaram os representantes.
Estima-se que 205 caminhões com soja entrarão no país por dia e, de acordo com a autorização do MOPC, 50% devem ser da frota paraguaia e 50% brasileira. Rodrigo Fleitas esclareceu que a existe um acordo assinado com parceiros do Mato Grosso para que, pelo menos por mais um ano, os transportadores de Concepción continuem usando os caminhões convencionais, diferentes dos bitrens.
Para a Fleitas, a carga que será trazida pela Via V, através de Pedro Juan Caballero cuja distância de Concepción é de 300 quilômetros até o Brasil, impulsionará a região norte do Paraguai e desenvolverá a nova estrutura de logística que elas possuem.
AUTORIZAÇÃO TEMPORÁRIA
A resolução do MOPC (nº 74/2018) afirma que “a circulação da composição de transporte de carga denominada Bitren, para uma seção do corredor da Route Nacional No. 5, é experimentalmente autorizada para uma colheita de soja, entre a fronteira de Pedro Juan Caballero (PY) – Ponta Porã (BR) ao porto de Concepción “.
Este modelo de transporte tem uma maior capacidade de carga (suportam o dobro e até o triplo da carga normal). Para este caso, o MOPC limita o comprimento dos bitrens a 20 metros. Também define várias características obrigatórias para esses veículos, com objetivo de manter a segurança dos motoristas e a conservação das rodovias.
